Terry is the director of the Third Juvenile Correctional Facility. Those who know him well remark that he is bad-tempered, unhygienic, uncouth, unreliable, and disorganized, but still a good person.
Terry has served as the correctional facility's director for two years, prior to which he served in the military in the national capital. Terry's good reputation brought him to the attention and acquaintance of others outside his division, including Luke Pearce. He was dispatched to investigate the facility's practice of physical punishments toward the juveniles being held there, which caused him to leave his division and replace the facility director, which was considered a demotion, in order to change the culture there.[1][2]
