The TV series mentioned in the Big Data Lab entry above is noted elsewhere to have been a ten-year-old romance drama called "The Love Story of Stellis." Due to the "love lock" trend started by the show, the actual TV station was relocated while the old TV Tower site was converted into purely a sightseeing attraction.
The grounds are noted to be popular to a degree that it's hard to even move around on busy days, and there are many trees and fences with locks attached to them. It's rumored that as long as a couple places a lock yearly, they'll last forever.
It's required to show ID to buy a ticket to the love lock attraction; there are different areas for various kinds of relationships, with the wooded area for new relationships and the fence for an existing relationship to last forever. There are also different locks for different types of relationships (family, friend, romance).[1]
After placing a lock, the staff provides patrons with a key inside a red talisman with a bell attached.[2]
