Tobias Becker is a famous tattoo artist from Stellis; he opened a tattoo parlor in Stellis City after running a popular exhibit during Stellis' World Culture and Arts Week, with many fans of his work lining up to get a tattoo from him.
He attended Florence College of Art at the same time as Marius von Hagen as a graduate student under Marius' professor. Tobias is described by those around him as very friendly, and he and Marius naturally became friends since they were the only two from Stellis in the class and got along well.[1]
